Chinese regulators and police have been working to try to track down both suppliers and buyers involved in an illegal vaccine trading network.
Officials say the focus of the investigation at this point is how the vaccines were sold to the hospitals.
Zhu Zengfa with the Jinan provincial Food and Drug Administration says some of the vaccines were sold by individuals.
"Results of some investigations show individuals who own or work for certified manufactures and authorized wholesale companies illegally bought the vaccines and sold them. Regarding to how they worked the system, we'll have further investigation."
Authorities are calling on anyone else involved in the illegal trade to surrender to police before Wednesday.
Two suspects accused of selling the vaccines illegally were arrested last week in Shandong.
They allegedly purchased 25 types of vaccines from more than 100 pharmaceutical salesmen.
Its estimated vaccines valued at around 90 million US dollars have been illegally traded in China over the past 5-years.
